The firm is empaneled with Delhi Tourism and regularly advice on all aspects of tender and services agreement as well as selection and evaluation of bidders.
We assist government agencies in analyzing the Request for Proposal (“RFP) to suit the best interest of the project. Since the Firm has teams with both legal and financial experts, the legal, as well as commercial implications, are taken care of right from the process of helping the Clients in participating in the tender, putting forward and discussion with respect to pr-bid query and entering into the contract.

What We Have Done
- Was involved in preparation of tender documentation for PPP Projects as well as evaluation of RFQ and RFP submitted for bidders for technical and financial consultancy for Delhi Police Residential Project at Dheerpur and redevelopment of office complex at Parliament Street.
- Assisted NHAI in preparation of bidding documents for (i) 2/4 laning of Ambala Kaithal section from km 5.00 to km 88.135 of NH-65 including Kaithal Bypass (ii) Bhubaneswar-Puri of NH-203 km 0.00 to km 59.00 (Length 59.00 km) in the State of Orissa; (iii) Sambalpur-Baragarh-Orissa/Chattisgarh Border section of NH-6 FROM Km 0.00 to km 88.00 in the State of Orissa (iv) Four/Two Laning of Rimuli-Roxy-Rajamunda Section of NH 215 from km 163.00 to km 269.00 in the State of Orissa to be executed as BOT (Toll) Project on DBFOT Pattern under NHDP Phase III
- Assisted NHAI in preparation of replies to the pre-bid queries for the Devihalli Hassan Highway
- Prepared bid documentation, as well as the Terms of reference for Industrial Training Institutes, proposed to be established by the Ministry of Labour & Employment, Govt. of India on a PPP basis (the “Project-1500”) on BOT model.
- Prepared bid documents including the RFQ as well as the RFP for tourism project as well as a SEZ for gems and jewellery and IT enabled services on a PPP basis in the state of Daman & Diu and assisted the nodal authority in tender evaluation and scoring of bids submitted by the bidders.
- Preparation of tender documents for the Jaypee Group for the proposed Urea Project (integrated plant of Ammonia and Urea). Our scope of work included the drafting and vetting of all bid related documents, inter-alia, the invitation to bid, instruction to bidder, and General Conditions of Contract.
- Advised NHAI in relation to the financial closure by the bidder and documentation with regard thereto and in this regard review of the financial closure documents submitted by the bidders and documents in relation to fulfillment of conditions precedent submitted by the concessionaires and on implications of financial closure even before the execution of the Concession Agreement.
- Assisted and advising NHAI in financial closures of various highways projects which involves in depth review of the draft financial closure documents submitted by the Concessionaires, representing NHAI in negotiation and review of the financial closure documents with the lenders and the concessionaires in the light of the covenants in the Concession Agreement.
- Preparation of tender documents as well as Development Agreement for an upcoming integrated premium township on an area of approx 150 acres and a sports city in the city of Naya Raipur to be developed on a PPP basis;
- Preparation of tender documents as well legal documents on behalf of the RTDC for the selected bidder for 19 identified hospitality units in the state of Rajasthan to be leased out to the selected party for a period of 45 years.
- Drafting and finalisation of concession agreement for development of an entertainment park in Northern India spread over an area of approx 65 acres
- Drafting and finalisation of concession agreement for a cultural destination in the State of Tamilnadu spread over an area of 47 acres to be marketed as Miniature Tamilnadu together with the Strategic Initiatives and Governmental Advisory Group of Yes Bank.
- Reviewed and opined on various tender related issues for Delhi Tourism including review of RFP, Letter of Award and miscellaneous correspondence with the stakeholders.
